Job Description

  • Operations Department KPI Targets: within the context of the Plant’s three year Business Plan and Annual Operating Plan, develop and get approval for the Operations Department’s three year Business Plan and Annual Operating Plan and budget.
  • Implement the Operations Department standard organization structure, Role Profiles and cross-functional work process flows to optimize the effective recruitment, deployment and direction of people in the Department. Recommend improvements and make changes
  • Maintain a rolling one year forecast and annual Department staff and operator headcount and recruitment plan, including anticipated retirements, resignations, terminations, promotions, transfers and new hires.
  • Maintain and monitor implementation of a rolling one year and annual Department staff development plan and succession plan, including the task assignments, external and internal job rotations and training needed by each person, to equip the Department with the trained know-how to achieve Plant and Group performance goals.
  • Maintain and monitor implementation of a rolling one year and annual Department operator development and promotion program including special task assignments, job rotations and training
  • Develop, get approval for and socialize (within Operations Department and cross-functionally) and periodically update Operations policies, Standard Operating Procedures (SOPs), work flow processes and work methods, in line with Plant and Group guidelines.
  • Control, monitor and report on Operations Department’s performance
  • Coordinate with the Technical & Quality, Industrial Engineering and Operator Human Capital Management teams, develop, regularly update and get approval for market competitive and internally equitable payment and incentive schemes for operators.
  • Drive continuous improvement in the Operations Department, introduced either by Group or Plant management. Share continuous improvements with other Plants. Proactively seek out and adopts relevant continuous improvements from other Plants.
  • Work with Customer Services department to understand order requirements through Fashion Planning Workbench (FPW) and Advanced Production Planning (APP).
  • Work with other department (AAMT, Cutting, Sewing, Presentation, and Engineering & Maintenance) and Plant HCM to plan and prepare total Operations Department capacity (efficiency, SMV, headcount) in line with order projections.
  • Provide production capacity support to other Plants, and ask for production capacity support from other Plants as required timely.
  • Hold IEs accountable, in close coordination with CSP, Wet Processing and Technical & Quality, for producing garments that meet the Group and the customer’s quality standards, the customer’s quantity orders and delivery dates, and the Plant’s cost requirements, within all applicable country, customer, Plant and Group work regulations.
  • Work with the relevant functions (e.g. Technical & Quality), coordinate the Technical-Production Integration (TPI) process to support production on time delivery.
  • Monitor and report performance against agreed KPIs and targets, assess root causes for deviation, act to solve output shortfalls, and give early warning to CSP and also TGA as appropriate on production problems to minimize negative surprises for the customer.
  • Jointly establish with CSP and Technical & Quality a process for quickly solving non-conformance to customer requirements that is within the Operations Department’s control.
  • Participate in a process for quickly solving internal Plant cross-functional work conflicts. Lead cross-functional teams as needed to resolve specific problems or create specific outputs.
  • Planning and monitoring the acquisition, installation, maintenance and optimum assignment and utilization of all physical building space, utilities, general equipment, non production machinery, and all related CAPEX budgets necessary to support all Departments within the KPI targets set within the Engineering and Maintenance Department.
  • To make sure that the necessary subject matter expertise, budget and managerial leadership support is in place to drive the mindset, policies, SOPs and disciplined implementation to ensure that the Plant’s environmental and occupational health and safety practices are compliant with Group, customer and all relevant external regulations.
