Job Description

• Direct and manage the financial and purchasing system for ETV which includes oversight controls for agency budgets to ensure compliance with all agency, state and federal spending guidelines regardless of the source of funds.
• Develop and monitor agency budgets; monitors all agency expenditures; develop and execute revenue policy.
• Prepare and present budget requests as required, including the Governor’s budget request, agency detailed budget submission and legislative budget requests; supervises the allocation of financial resources; anticipate and adjust allocations as necessary, disburse all agency funds and ensures that expenditures are made in conformance with all internal and external requirements.
• Plan and direct the agency’s accounting system including accounts payable, accounts receivable, fixed assets, budgets, payrolls, and purchasing activities.
• Maintain all agency accounts and disburses all agency funds.
• Recruit, hire, supervise and evaluate departmental staff.
• Ensure that staff receive appropriate training in financial systems such as SCEIS and Corporation for Public Broadcasting (CPB).
• Supervise and control the updating of automated accounting operations. Establish and change accounting and procurement controls as required by changes in legislation, Comptroller General regulations, or Department of Administration policies and procedures. Develop year-to-date financial reports for the ETV Commission.
• Develop and brief agency personnel on all agency accounting, budgeting, and purchasing policies and procedures. Direct the agency’s compliance with financial and procurement audits. Keep management continuously appraised of cash flow and expenditure trends.
• Participate on management team of the agency. Work closely with the ETV Endowment to ensure timely billing and tracking of ETV Endowment support of ETV.
• Maintain financial oversight and insures budget conformity of agency construction projects, federal projects and other permanent improvement projects. Supervise the draw down of federal, capital improvement bonds, capital reserve, and other non-recurring funds. Review all agency contracts relating to finance.
• Supervise and direct the preparation of all financial statements, analyses, reports and related documents. Prepare and present reports to the ETV Commission on agency financial matters. Confer with State and Federal officials on changes which effect or are effected by the accounting and budgeting system. Direct the preparation of the GAAP reporting packages. Prepare the annual CPB, AFR and SABS reports.
• Coordinates agency procurement program to include establishing and revising controls as required in legislation and Comptroller General regulations. Monitors agency shopping cart utilization by agency personnel.

Job Requirements

• A bachelor’s degree with accounting courses and professional experience in a related area such as accounting, banking, or finance.
• Thorough knowledge of financial principles and practices, including accounting; thorough knowledge of fiduciary rules and regulations related to the budgeting of state, federal and other provided funds;
• At least 7 years experience in the same position
• Good Computer skills
• Good command of English
